MEMORANDUM
OF UNDERSTANDING. between
UMALCA (Unión Matemática de América Latina y el Caribe) and
EMS (European Mathematical Society) During
its session at Olmué, Chile on Oct. 9/10 1998 the General Assembly of
UMALCA made the attached decision to enter into co-operation with the
EMS for improving the availability and accessibility of the services of
Zentralblatt MATH in Latin America and the Caribbean. The session was
attended by representatives from Argentina, Brasil, Chile, Cuba, México,
Perú, Uruguay, Venezuela and an observer from Bolivia. EMS, as
one of the editorial institutions of Zentralblatt, promised to support
this initiative and brought it to the attention of the Coordinating Committee
of Zentrablblatt. At the session of the Coordinating Committee on November
the general idea was approved by the other editorial institutions of Zentralblatt,
and some general rules for an adequate offer of the services of Zentralblatt
were accepted unanimously. With this
Memorandum of Understanding UMALCA and EMS agree to enter into cooperation
for the improvement of the accessiblity of information in mathematics
in Latin America and the Caribbean. A first step in this direction has
already been undertaken by installing mirrors of EMIS (European Mathematical
Information Service) at several sites in Latin America. As an Editorial
institution of Zentralblatt, EMS will support a plan to distribute this
service to Latin America and the Caribbean at rates which will take into
account the special economic conditions in each country. This will mainly
refer to the electronic services on CD and online. In agreement with the
other editorial institutions of Zentralblatt substantial reductions of
subscription rates will be offered for national consortia. These will
be considered as a sponsoring of the development of mathematics in these
countries, provided by all four editorial institutions of Zentralblatt. The installation
and future redesign of consortia will be arranged in direct communication
between the Editor-in-Chief of Zentralblatt and the corresponding national
mathematical societies in Latin America and the Caribbean. He will keep
UMALCA and EMS informed about
the details and deal with all recommendations made by UMALCA and EMS in
this direction. To facilitate
the access to the online offer MATH of Zentralblatt mirrors (replicators)
of MATH should be installed in Latin America. A first step will be to
have mirrors in Brazil, Chile and Mexico. But the final design of this
offer will depend on the current access conditions for the internet in
Latin America. As a sign
that they will support the Memorandum of Understanding between UMALCA
and EMS, the other editorial institutions of Zentralblatt (Fachinformationszentrum
Karlsruhe, Heidelberger Akademie der Wissenschaften and Springer-Verlag)
confirm their approval with their signature below. Date
